As a MN native, went to Duluth for the first time ever recently and had a blast. People were nice/normal and had no hostile encounters or micro aggressions. I have family who frequent the city and go up often and don’t seem to encounter issues either. I felt safe and was not made uncomfortable at all.
A side assessment on MN travel:
Yes, Minnesota definitely has a passive racism but you’re fine in Minneapolis, Duluth, Grand Marais and more diverse suburbs. St Paul while diverse can be starey but isn’t unsafe for Black people as a whole.
Any random little city up north or south, eh they will likely be stare-city.

Duluth, MN. There’s a saying, “Minnesota Nice”, which can easily be translated as passive aggressive. I encountered a lot of shade and blatant ignorance. If you know a local, great! Take them with you when you venture out. If you plan to make the area home, do your research. Like most tourist destinations, they tolerate your $$’s more than they care about you. The hostel in downtown Duluth was affordable with local restaurants nearby. Hit up the aquarium, I learned a lot about Lake Superior.
